PAIA Manual

Effective 3 September 2026

This manual is published by Edu Accounting & Auditors (Pty) Ltd (Registration No. 2019/538389/07) in terms of section 51 of the Promotion of Access to Information Act 2 of 2000 ("PAIA"), read with the Protection of Personal Information Act 4 of 2013 ("POPIA"). It explains how to request access to records held by our firm.

2. Guide on How to Use PAIA

The South African Human Rights Commission (SAHRC) has published a guide, as required by section 10 of PAIA, to assist a person wishing to exercise any right contemplated in the Act. Copies of this guide are available from the SAHRC at www.sahrc.org.za.

3. Records Held by This Firm

In the ordinary course of business, we hold records including, but not limited to:

  • Client engagement letters, correspondence and service agreements.
  • Financial statements, working papers, tax returns and related supporting records prepared on behalf of clients.
  • Payroll records, tax and statutory filing records processed on behalf of clients.
  • Company secretarial and CIPC filing records.
  • Internal financial, personnel and administrative records of the firm itself.
  • Website and electronic communication records.

4. Records Available Without a Formal Request

Certain records, such as general information about our services published on this website, are available without the need for a formal PAIA request.

5. How to Request Access to Records

A request for access to a record must be made in the prescribed form (Form 2, in terms of the PAIA Regulations) and submitted to the Information Officer at the contact details above. The request must provide sufficient detail to enable the record to be identified, and indicate the form of access required.

6. Fees

A request fee and, where applicable, an access fee may be payable in accordance with the fees prescribed under PAIA. Details of the applicable fees will be provided once a request is received.

7. Grounds for Refusal

Access to a record may be refused on grounds set out in Chapter 4 of PAIA, including but not limited to the protection of the privacy of a third party, legally privileged information, and information supplied in confidence.

8. Availability of This Manual

This manual is available on our website and, on request, at our offices during normal business hours, free of charge.
